The polluters have been working hard to stop or weaken an emissions trading scheme. They are lobbying ministers and local MPs and released alarmist studies.

 

NOW IS THE TIME FOR YOU TO ACT

Send a letter to Prime Minister Kevin Rudd and Climate Change Minister, Penny Wong at Parliament House, Canberra 2600; and contact your local MP. Key points you could make:

  • We need an effective emissions trading scheme and the mandatory renewable energy target urgently – keep your election promises and don’t delay
  • Adopt a strong pollution reduction cap for 2020 and 2050
  • Reject the claims by polluters for free permits to pollute – they should bear the cost of greenhouse gas emissions, not our environment
  • Include as many sectors of the economy as possible (where monitoring and compliance are practical)
  • Make the scheme independent and not reliant on political whims
  • Use pollution permit money to invest in energy efficiency, help low income people and restore Australia’s native vegetation cover

In early August (TBC), Sydney and Melbourne, public forums will be held in both Sydney and Melbourne in early August to discuss ETS developments including Minster Wong's Green Paper, the draft Garnaut Review and the Wilkins Review. It will also help you with submissions.

Submissions to ETS reviews

 

Make a submission to the Draft Garnaut Review:
The Garnaut Climate Change Review is an independent study by Professor Ross Garnaut, which was commissioned by Australia's Commonwealth, State and Territory Governments. The Review was established on 30 April 2007. It is examining the impacts of climate change on the Australian economy, and will recommend medium to long-term policies and policy frameworks to limit Australia's greenhouse gas emissions.

 

The Review's Draft Report is due by 4 July 2008, with the Final Report due on 30 September 2008. The Garnaut Review will be a significant source of input to the final ETS and associated legislation.

Make a submission to the Federal Government’s Green Paper:

A Green Paper outlining options for the form and structure of the ETS will be released by Climate Change Minister, Penny Wong on July 16 2008. The Green Paper will include the government’s preferred approaches on issues, such as which industry sectors will be covered and how emission caps will be set. It will also include ways to address the impacts of emissions trading on Australian households, emissions-intensive trade-exposed industries and other strongly affected sectors.

 

Public consultation following from the Green Paper will occur from :July to early September 2008. Further information and guidance for submission writing will be posted to this website as it becomes available.

Be consulted on the draft ETS legislation:

The exposure draft ETS legislation is expected by the end of 2008. Federal Parliament will consider the Bill between March and June 2009. During 2009, consultation will be undertaken regarding emissions trading regulations. Around September 2009, the ETS Act is intended to enter into force and an ETS regulator established. The ETS will commence operation in 2010. For further information, see Minister's statement.


Consultation on the exposure draft ETS legislation package will follow the release of the emission trading legislation in December 2008 until February 2009.

Date tbc (1st Quarter): Government to introduce CPRS legislation into parliament.
